书上说第一句比较对象是the weather here和the weather in Washington,后一句比较对象是in villages 和 in citis,所以不加that,但我还是不能理解,
但我始终觉得第二句比较对象是the trees in villages和the trees in citis。两句话结构差不多，为什么就不一样呢？

第一句话显然是比较 the weather here 和 the weather in Washington.比较两个名词.因为前面的结构中出现了the weather,所以后面的结构the weather可以直接用that指代.
第二句话显然是比较 in villages 和 in cities.为什么呢?因为 more trees并不是特指,不属于任何一方（既不是villages也不是cities,只是用来说明比较的方面而已）.in villages和in cities是比较两个介词短语.两个结构之间没有重复的词语,那么就无从说起用that代指什么东西.
但是考虑把第二个句子变为：

1.搞清楚比较的两个东西是什么.比较的事物结构应当相同.
2.如果两个结构内有同样的名词,后面一个用that/those替代.
补：楼主,注意原文是more trees而不是the trees.而且楼主要根据句子中现有的词汇（记住,是现有的词语）来寻找相同结构.句子里面只有一个more trees,没有两个,显然不属于要找的范围内.显然两个in起头的介词短语一看就知道是相同的结构.
书上的意思就是说前面的那个that指代的是the weather 不知您是否明白?
