the reason you find that people all have their different characteristics,which may occur due to various culture background and eduction levels.
if i were one of them,i'd like to be the italian guy,because i can pay one glass of wine and get one plus two thirds glass of wine,or even not being pay anything.

I gotta say different people enjoy different mindsets and habits to deal with people and daily affairs around.It's sort of decided by different local cultures,literatures,cultures,traditions and other stuff.Therefore different responses from these people who come from different countries are reasonable.If I am one of them,I wil request for a glass of juice but that's new glass,cause I don't drink wine at all.
