I also have a big problem on listening comprehension, and I think it is the most difficult part of the IELTS test. People say, if you can say the sentence, then there's no problem listening to the sentence, and I think this is where the problem is. I am currently reading books with the conversations abstrated from different movies in it, so that I can practice and feel the way they talk. I quite enjoy the way I do it, because after I learn one paragraph, I feel satisfied and want to go on. Just keep trying, I think everyone can make it.

The foundation for any comprehension is knowledge and understanding.In case of English,this knowledge is vocabulary and sentence structure.
You cannot understand the other 50 percent means you don't understand the vocabulary or the sentence structure or you cannot keep up with the speed.
In this case ,your English can be diagnosed as still need a lot of improvement.
In order to improve,you have to read a lot more to expand your vocabulary,rework on your grammar,do a lot of tests.If you can get a TOEFL score of 650 out of 680,you can be sure that your listening comprehension will be up to 90% very soon after that.

Watch tv shows! Easiest and most enjoyable way. They talk in tv shows as people talk in conversations. Try Gossip Girl or Lost. Both are quite popular in the US, and will give you something to talk about when you converse with americans! :)
